Buying his first property at only 19, Managing Director Matthew Hughes has a long-standing passion for wealth creation through property investment.
Like most property professionals, Matthew began his career as a selling agent only to realise his passion lay in working in the best interests of the buyer, rather than for the seller. Matthew has been working exclusively with buyers for almost 10 years, guiding them towards achieving their objectives through sound and unbiased strategies.
Capital Property Advisory represents the culmination of this experience and Matthew’s passion for working as an independent adviser, providing the highest level of personal service. Matthew initially meets with all new CPA clients, then coordinates with his experienced team to ensure every client need is met, including but not limited to:
- Review of existing assets, finances and client risk profile
- Investment strategy development
- Property research, acquisition and due diligence
- Ongoing reviews, advice and support to ensure continuing and responsible management of risk and cash flow.
In addition to his role with CPA, Matthew is also the CEO of Hunter Capital – a syndicated property development company. He holds a triennial certificate as a licensed Real Estate and Business Agent, and a Diploma of Finance and Mortgage Broking Management. He is accredited by Property Investment Professionals of Australia (PIPA) as a Qualified Property Investment Adviser (QPIA®). He is also a REIWA Accredited Buyer’s Agent and the former Chairperson of the REIWA Buyer’s Agency Network Committee.

Stacey Billerwell

Stacey Billerwell is a fully licensed Real Estate Agent with over a decade of experience working across the East Coast and WA markets.
She has worked across many facets of Real Estate from buying her first property at 19 years of age in the Northern Suburbs of Perth where she grew up. She then went on invest in a further five properties of her own before the age of 30.
In 2016 and 2018, she won Salesperson of the Year, then stepped into a Director role and assisted in growing and rolling out multiple offices across regional Victoria.
Stacey has now turned her hand to development and buyer advocacy work where she loves to assist her clients to invest correctly using CPA’s proven processes and strategies.
She is a true natural in the industry, being highly organised, with boundless energy, and offers strong client communication and service.
A tough negotiator, Stacey optimises every situation to achieve the best possible results for her clients.

Boasting over five years of expertise in the property financing and development sector, Ben’s diverse background sets him apart. His journey includes significant roles in commercial debt, structured equity, and property development, where he has finely tuned his skills, particularly in the realms of due diligence, commercial and multi-residential projects.
Ben’s previous contributions to various ventures underscore his versatility and capability. Becky Hughes

A dynamic, result-driven professional, Becky brings over a decade of experience with proven return on investment. As Group Marketing Manager for one of Western Australia’s largest private property developers, Becky held an Executive Management role where she devised strategy and balanced execution of major marketing activity for the business.
Becky’s years of experience in project marketing, property development and apartment sales are invaluable to our clients as she provides advice on every new design with optimisation of buyer demand and end sales values at the forefront of her mind.
Defying market conditions in the fiercely competitive medium and high-density residential property arena, Becky’s tenure saw her successfully:
- Market over 900 apartments across Perth;
- Manage marketing budgets of up to $3M per annum;
- Produce exclusive and highly attended events;
- Produce and protect product and company branding;

Anthony Rizzacasa
Senior Development Manager
Joining our team with over 15 years’ experience, Anthony has specialised in built form residential and mixed use developments including a number of landmark Perth properties.
He was part of the team that managed the project delivery of the Ritz Carlton Hotel at Elizabeth Quay, where he was involved in planning and design management through to obtaining statutory approvals, contract administration and delivery.
Anthony was also responsible for delivering the UDIA national award-winning Liv Apartments in Fremantle, consisting of 166 apartments and 1,200 square metres of commercial space, as well as the state-of-the-art, mixed-use, technology-focused Sky Homes development in Inglewood.
Through his critical thinking, value engineering and holistic approach, Anthony’s property development ethos is based on delivering solutions to an ever-changing marketplace, which resonate with buyers, meet investor expectations and generate strong sales results.
